Cuando el Primer Ministro de Canadá muere en un accidente de canoa, su hijo, Tom McLaughlin (Paul Gross), entra en la política y en última instancia se convierte en primer ministro. La investigación sobre la muerte de su padre, sin embargo, revela que no fue un accidente, aumentando la posibilidad de un asesinato. Tom acepta el plan del presidente de los EE.UU. para desarrollar el Gran Canal de Reciclaje y Desarrollo del Norte para ayudar a los Estados Unidos con su escasez de agua. El sargento Leah Collins (Leslie Hope) y el miembro del Parlamento Marc Lavigne (Guy Nadon ) reunen lentamente pruebas de una conspiración que amenaza la existencia de Canadá.
